Import Rules & Documentation
Malaysia has established a number of regulations for importing agricultural products, which are controlled by the Malaysian Quarantine and Inspection Services Department (MAQIS), as well as other state authorities.

Malaysia Customs (Prohibition of Imports) Order stipulates that fresh, chilled, and frozen vegetables over a specified consignment quantity are considered agricultural products. As such, they are subject to inspection and other requirements established by MAQIS, including the relevant agricultural produce documentation.

According to the MAQIS guidelines, it is the importer’s responsibility to identify import permit requirements and register in the system, if necessary. In the case of imports of plants and plant products, a Phytosanitary Certificate is required. In addition, MAQIS recommends that for plant and plant products, additional inspections of documents and/or goods may be carried out at the time of import.

According to MAQIS guidelines, upon arrival of goods in Malaysia, additional documents, including the Phytosanitary Certificate for plants and plant products, Customs Form K1, Invoice and Bill of Lading, must be submitted for inspection and release of the goods.

Note: Import requirements for individual commodities are established depending on the commodity, HS code, the state of importation, and specific conditions. It is recommended that the importer verify the specific requirements before shipping the goods.
