Import Rules & Documentation
Sri Lanka regulations for import of Fruits, Vegetables and other plant products are administered by the National Plant Quarantine Service (NPQS), Department of Agriculture. Sri Lanka's official guidance states that imports of plant products require a Plant Import Permit to be issued prior to importation, subject to the applicable conditions and restrictions.

For Fruits and Vegetables, Sri Lanka requires that applicable consignments comply with plant-quarantine requirements and that a Phytosanitary Certificate issued by the exporting country is required for non-prohibited fruits and vegetables.

The NPQS import-clearance procedure indicates that the following documents are required among others for clearance:

Original Import Permit
Original Phytosanitary Certificate
Treatment Certificate, where required by the permit
Additional declarations specified in the Import Permit
Certificate of Origin
Commercial Invoice
Packing List
Airway Bill / Seaway Bill / Bill of Lading

Sri Lanka Customs also requires that import consignments are declared through the Customs process, with the applicable HS code, customs value, duties and other charges determined according to the relevant tariff and regulations.

Import conditions can be commodity-specific. Sri Lanka's NPQS publishes individual import conditions and applications for different categories including fresh fruits and plant products. Therefore, the Sri Lankan importer should obtain the applicable Import Permit and confirm its conditions before shipment is dispatched from India.

Sri Lanka's NPQS list down Colombo Port as one of the authorized entry points for plant and plant products. Other authorized entry points stated in the NPQS include Trincomalee, Mattala, Hambantota, Katunayake and Palaly.

For containerized commercial shipments, Colombo is generally the main destination port to consider and as such depending on the buyer logistics arrangements and the applicable commodity requirements.
